Joan has served as the district manager at ISS Facility Services since 2010. Previously, she was a foster parent for the state of Delaware, fostering over 50 children from March of 1993. Ultimately, she adopted 3 of her foster children (Robert, Terrance and Theo). Joan and her partner adopted Bella from the very first transport January 30, 2011 and added 4 more to their family over the next several years. Once their house was full, they started fostering for a local Rescue until Joan took her first caravan trip in November of 2015, and was immediately hooked.
